Background

TRCS disaster management department has 2 main units;

  1. Disaster Preparedness (Disaster Risk Management)
  2. Disaster Response

Cross-cutting issues ;

  1. Protection, Gender and Inclusion
  2.  Community Engegement  and Accountability
  3. Psychosocial Support Services (PSS)

Disaster Risk Management; TRCS seeks to reduce existing community disaster risks, building and strengthening resilient communities through preparedness for effective response, mitigation and prevention, early warning, climate change and forecast based financing. The department aims to reduces the adverse hazards effects through 4 thematic areas; 1. Disaster Preparedness,2. Early Warning, 3. Food Security and Livelihood, 4. Climate Change and Adaptation. The cash transfer and CEA approaches is being mainstreamed across in order to meet community’s choices, flexibility and dignity to ensure community-led solution is considered to enhance resilient communities at all times.

In line with the Sendai Framework for Disaster Risk, the department works with vulnerable communities through Enhanced Vulnerability and Capacity Assessment (EVCA) approach to build knowledge and understanding around disaster risk, strengthen community, local and national level governance structures to manage disaster risk, working with different donors and partners to invest in disaster risk programming and enhancing disaster preparedness in order to strengthen community resilience.

The department also implements programs that contribute to the Sustainable Development Goal (SDGs) goal 2:  to end hunger, goal 3: Good health and well-being, goal 5: Gender equality goal 10:  Reduced inequality, goal 11: sustainable cities and communities and goal 13: Climate action
